学長あいさつ｜President’s Statement「眼や耳からの情報取得に制限のある学生が、バリアのない教育環境で思う存分勉強し、持っている能力を開花させ、より良い社会自立を果たしてほしい。リーダーとして社会に参画・貢献してほしい。」これらの願いを実現するために、筑波技術大学は我が国で唯一の聴覚障害者と視覚障害者のための高等教育機関として、2 8年前に創られた国立大学です。開学以来、教育の質の向上、学生支援の充実に努め、障害補償システムや教育方法の研究開発により、障害のある学生が大学教育を確実に履修できる環境も整備してきました。その結果、卒業生においては毎年きわめて高い就職率を達成しており、社会参画・貢献できる人材育成や障害者教育の向上の点で大いに成果を上げています。今年度は、大学院「情報アクセシビリティ専攻」設置2年目となり、「情報保障学」という新しい学問分野の成長も期待されます。また、東西医学統合医療センターの新棟建設による「手技療法外来」の新設、リハビリテーション部門の拡大など、これまで以上に教育・研究環境も整備されます。そして、アクティブ・ラーニングの推進、グローバル化への対応、社会人の「学び直し」のための編入試験の拡大など、より一層、教育内容の充実を図ります。さらに、全国の障害者高等教育の共同利用拠点としての他大学等の障害学生への支援機能や共同ネットワーク構築など、着実に計画の実現を推進してまいります。平成28年4月の「障害者差別解消法」の施行は、障害者に対する新たな支援の取り組み、情報保障、教育、研究という視点で考える絶好の機会となります。筑波技術大学は、多様化する社会的ニーズに対応できるよう教育力と研究力をさらに高め、「社会と障害者から頼りにされる大学」を目指し、より一層発展させていきたいと考えております。国立大学法人筑波技術大学長大越教夫“We want that those students who are limited in acquiringinformation from eyes and ears can study to the full extent in abarrier-free educational condition, bloom their talent andestablish better social self-independence. We want them to enterand contribute to the society as a leader.”In order to realize sucha wish, Tsukuba University of Technology was established 28years ago as the only national university as a higher educationalinstitute for the hearing impaired and visually impaired in Japan.Since the opening of the university, we have endeavored toimprove the quality of education, enhance the support forstudents and establish environment where the handicappedstudents can steadily enjoy academic education throughdevelopment of disability compensation and research oneducational method. As a result, our graduates enjoy a very highemployment rate every year, which satisfactorily achieves ourgoal of human fostering and education for the disabled who canenter and contribute to the society.This is the 2nd year since the graduate division“Division ofInformation and Communication Accessibility”was established.Growth of a new research field“Information Support”isexpected. Educational, and research environment is beingupgraded more than ever, such as a new activity“manualtherapy outpatient service”and enhancement of rehabilitationcategory through the construction of a new building for theCenter for Integrative Medicine. We further plan to enhanceeducational contents, such as promotion of the active learning,response to globalization, enlargement of examination fortransfer admission for members of society , the so-called“relearning”. Furthermore, as a hub shared-use institute ofhigher education for the disabled in Japan, we surely promotesuch plans as a support function for the impaired students inother universities, and construction of a collaboration network.The implementation of“Anti-Discrimination Laws AgainstPeople With Disabilities”in April, 2016 will become a goodopportunity for us to think in view of a new approach to the aidfor the disabled, information support, education and research.We, Tsukuba University of Technology, are thinking to developthe university more than ever aiming at becoming“a universitytrusted by society and people with disabilities”by enhancingeducational and research capabilities in order to cope withdiversifying social needs.PRESIDENTOHKOSHI Norio筑波技術大学概要2015―20162学長あいさつ
